Last month, President Donald Trump announced his intention to nominate North Dakota Governor Doug Burgum to serve as Secretary of the Interior. In his statement, President Trump also announced the creation of the National Energy Council, which will include every agency involved in each step of the energy development, production, and distribution process. As Secretary of the Interior, Burgum will chair the council.
Nate Washburn, Energy Information Administration, gives an update on propane, diesel, gasoline and residential heating prices
The average retail price for home heating oil rose 3 tenths of a cent from last week to $3.49 per gallon. That's down 52.8 cents from a year ago, based on the residential heating fuel survey by the U.S. Energy Information Administration. Heating oil prices in the New England region are at $3.47 per gallon up 1 cent from last week, but down 52.9 cents from a year ago.
The average retail price for propane is $2.51 per gallon, up half of a cent from last week's price, and up 5.4 cents from a year ago, based on the residential heating fuel survey by the U.S. Energy Information Administration. Propane prices in the Midwest region averaged $2.01 per gallon, up 9-tenths of a cent from last week, and up 2.7 cents from a year ago.
The U.S. average retail price for on-highway diesel fuel decreased to $3.46 a gallon on Monday. That's down 8.2 cents from a week ago, based on the weekly price survey by the U.S. Energy Information Administration.

Etam talks about how natural gas continues to be a wild card, yet foundational energy source for Canada. He explains how politics and policies have creates issues for almost all energies north of the border.
The author also discusses the emerging carbon management industry in Canada. Companies are vying for tax subsidies and carbon credits in order to create new revenues for their respective shareholders.
The discussion also veers into similarities and differences between doing business in the United States and Canada when it comes to energy services.
Cal Klewin, Theodore Roosevelt ExpressWay Highway 85, explains how the highway is part of the Port to Plains project connecting major distribution routes between Canada, Mexico and the United States, especially in energy production.
The ND Department of Transportation has been awarded a $55 million grant from the U.S. DOT for the expansion of US Highway 85, also known as the Theodore Roosevelt Expressway, in western North Dakota.
The funding will be used to four-lane about 13 miles of the highway between the LongX Bridge and the junction with Highway 200.
The project will not cover the entire stretch south of the bridge, according to Klewin, executive director, Theodore Roosevelt Expressway. He said the project eventually will connect North and South Dakota’s highways together in a safer, more efficient manner.
Right-of-way acquisition is expected to start early next year, with utility relocation scheduled from fall 2024 thru fall 2025.
Bid letting is tentatively planned for the fall of 2025, with construction to occur in 2026 and 2027. The construction and engineering associated with the grant portion is expected to cost $110 million, half of which is provided by the federal grant.
Klewin said the 2023 Legislature authorized NDDOT to borrow up to $50 million from the Bank of North Dakota to match the federal grant. A Flexible Transportation Fund created by the 2023 Legislature could also be used for matching grants, as well as funding other road and bridge projects.
