A proposed high-pressure CO2 pipeline that would be built close to residential Bismarck, ND is the topic of controversy among residents and rural landowners. The pipeline would transport carbon dioxide captured from ethanol plants in five Midwest states to an end point north and west of the Bismarck-Mandan area, in Oliver and Mercer counties.

BEK TV host Lori Hinz brings weekly updates in Capturing America’s Heartland: CO2 Pipeline, which invites experts on all sides of the issue to weigh in on a variety of concerns and benefits regarding building an unusually large pipeline so close to residents and property owners. From reducing greenhouse gas emissions and increasing domestic oil production, to significant technical, regulatory, and health and safety challenges, the series explores how the proposed route could affect the Heartland of America.

One of the discussion topics was PHMSA and their decision to send letters to the carbon companies involved reiterating their stance on local control and decision making versus federal.

Other topics included the North Dakota Public Service Commission’s recent decesion to deny Summit Carbon Solutions’ permit, South Dakota Public Utilities Commission denying Summit’s permit and Summit withdrawing lawsuits against landowners.

“I think Summit is going to pull back and reevaluate their strategy going forward,” Hinz said.

China, South Korea, England and Harold Hamm appear to be the primary investors with a group of North Dakota politicians directing public time, tax dollars and government resources to this project.

Hinz also gave an update on the Iowa Utilities Board, which is an appointed board, versus the Dakota’s which are elected.

Plus, Hinz delivered some “breaking news” regarding the pipeline including a unanymous denial from Mercer County and the City of Bismarck electing to become an intermediatiary going forward.

Carbon Pipelines are different than other pipelines and must be approached with a new strategy and communication platform.
